We've been following the seine ITQ fishery with interest. Check out the news item below for a practical view of the dynamics between processors (who own alot of the quota) and seine crews.
The quota holders have piled multiple quotas onto fewer boats in a cost saving measure but while doing so they also 'charged' the crews a percentage of this extra quota.
Obviously not happy with the financial arrangement, the seine crews came off the water to protest and ended up getting a new arrangement.
