Poll Results: Seine ITQ Fishery

Here are the results of the seine ITQ poll:

Looks like a mixed result from the Poll.....and we can easily see why. This ITQ fishery does have potential to be beneficial, but without on-board observers and hardly any enforcement it is open to abuse. Apparently, there have been warnings and charges for boats 'ramping fish'.
